Procurements shall be carried out in an effective, economical, fair, and impartial manner in accordance with the laws and regulations of the Rules Governing Procurement of Goods, Services, Insurance and Construction by a Public Institution of Higher Education of the Commonwealth of Virginia; the Commonwealth of Virginia Procurement Manual for Institutions of Higher Education and their Vendors; the Construction & Professional Services Manual (CPSM); the Agency Procurement and Surplus Property Manual (APSPM); the Virginia Public Procurement Act (VPPA); VITA Buy IT Manual; and University policies and procedures. *Purpose of the Position:*Supports the Office of Procurement Services functions and staff with procurement operations and various trainings as needed. Assist with the processing of solicitations in compliance with procurement regulations to include accurate and timely receipt of sealed bids and proposals. Provide general administrative and contract administration support to the Office of Procurement Services. *Knowledge, Skills, and Abilities Related to Position:* * Knowledge of functional areas of purchasing. * Knowledge of office practices and procedures. * Knowledge of eVA or a similar electronic contract management system. * Excellent written and oral communications skills. * Strong organizational and time management skills. * Customer service skills. * Accurate data entry skills and a high level of attention to detail. * Ability to work independently. * Ability to use spreadsheet and word processing software. *Education, Experience, Licensure, Certification Required :Education:* * High school graduate or equivalent education/experience that equates to a high school diploma. * Possess a Virginia Contracting Associate (VCA) certification or the ability to obtain within a year. *Experience*: * Experience working with word processing, database and spreadsheet software. * Experience managing office operations. * Experience maintaining records and files. *Additional Consideration(s):Experience:* * Previous work experience with electronic procurement portal, eVA. * Prior office experience in higher education, local, state or federal government agency. *Salary Information:*Starting at $41,121, Commensurate with Education and Experience. *CNU Information:*Christopher Newport University is a public liberal arts and sciences institution dedicated to excellence in teaching, scholarship, research and student success.
