Job Summary Location: Multiple sites within the NAVSUP FLC Norfolk Naval Station PAX River, Bldg. 2385 and NDW Region The Contract Site Lead is responsible for overseeing all daily operations related to HAZMAT management, ensuring compliance with CHRIMP procedures, Pollution Prevention (P2) mandates, and all regulatory requirements. This role provides supervision, coordination, and customer service support while maintaining supply chain efficiencies and environmental sustainability efforts across multiple locations. Key Responsibilities Operational & Compliance Oversight Ensure strict compliance with CHRIMP procedures, OSHA standards, HAZCOM policies, and environmental regulations. Support full-range HAZMAT services, including inventory provisioning, cradle-to-grave life-cycle management, supply chain logistics, and material redistribution. Maintain Government-Furnished IT Data Systems for HAZMAT tracking. Adhere to DoD policy, Executive Orders, and ESOH regulations in all HAZMAT operations. Customer & Site Management Act as the primary liaison between the Government, NAVSUP FLC Norfolk, and the contractor team. Direct customer service improvements, including optimized product delivery and continuous process refinement. Execute HAZMAT redistribution strategies, reducing hazardous waste (HW) stream impacts through REUSE initiatives. Ensure prompt resolution of customer-defined HAZMAT requirements to avoid mission disruptions. Supervision & Leadership Provide daily management and coordination of HAZMAT operations across multiple bases and Naval installations. Supervise contractor personnel, ensuring high efficiency and regulatory compliance. Coordinate work schedules and material transportation in alignment with military operational needs. Adjust work schedules based on contingency operations, military training, or emergency events. Technical & Regulatory Expertise Oversee GDS system utilization, including HAZMAT receipt, storage, issue tracking, and shelf-life management. Maintain Government-approved Authorized User (customer) and Authorized Use List (AUL) in GDS. Ensure ESOH-compliant HAZMAT management following ISO 14001 Standards. Manage tracking of empty/partial containers, updating databases accordingly. Coordinate special projects requested by NAVSUP FLC Norfolk within contract scope. Emergency & Federal Holiday Support Provide on-call emergency response within two hours of notification by Station Duty Officer or COR. Ensure contractor personnel availability for urgent mission requirements and operational adjustments. Federal holidays observed per NAVSUP guidelines (no reporting required during closures). Area of Responsibility The Contract Site Lead oversees HAZMAT operations across multiple installations, including: NAS Patuxent River, MD NSF Dahlgren, VA NSA Annapolis, MD Arlington, Bethesda, Carderock, Naval Observatory, Suitland, Washington Navy Yard NSF Indian Head & Stump Neck Annex, MD Personnel Qualifications Proven experience in HAZMAT management, logistics, and environmental compliance. Strong understanding of OSHA standards, HAZCOM regulations, and Pollution Prevention (P2) policies. Minimum four (4) years of experience in logistical support, with two (2) years in a Navy/Marine Corps environment. Ability to pass NAVMED P-117 periodic physical examinations. Must maintain a valid state driver’s license.
