General Purpose This position is responsible for maintaining, installing and repairing safe and clean City streets and sidewalks. This position also performs construction, maintenance and repair work on City streets, grounds, sidewalks, buildings, sewers and storm collection and drainage systems. Operates snowplow and other snow removal equipment as requested during and after snowstorms. Essential Job Functions * Repair and maintain safe and clean streets, sidewalks and surrounding areas; patch potholes, lay asphalt and resurface for proper drainage. * Replace sidewalks and curbs. * Raise or lower manhole or storm drain covers. * Clean and clear trash, dirt and other debris from streets, sidewalks and surrounding areas. * Operate, inspect and perform basic maintenance on street division equipment, including but not limited to: 7yd. & 14yd. dump truck, front end loader, sidewalk plows, backhoe, etc. * Clear streets, sidewalks and surrounding areas of snow and ice; salt as required. * Locate and repair sewer line breaks; locate and repair stormwater line breaks appropriately. * Perform seasonal street, sewer and storm drainage maintenance duties, including but not limited to: repairing lawns, fences, driveways damaged by snowplow operations, etc. * Gather asset information for various categories of infrastructure, making use of hand-held computer, GPS receiver and tablet. * Utilize the City's asset management program to retrieve service requests, and add notes to completed service requests. * Unclog sewer lines and clean storm drainage basins. Complete written forms, enter information in the field on tablet. * Act as "Ambassador" for the City, carrying out work and interacting with co-workers and the public in a respectful, professional manner. * Perform recycling collection duties, on an as needed basis, when recycling staff numbers are insufficient to effectively collect recycling. * Clear trash, debris, and belongings on an as needed basis from identified homeless encampments. * Respond to service request notifications as assigned. Qualifications/Basic Job Requirements * Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies. * Demonstrated commitment to diversity, equity and inclusion as evidenced by ongoing trainings and professional development. * High School Diploma or equivalent and two (2) years of related construction experience, such as, highway, sewer, and drainage construction required. * Must possess, and maintain a Commercial Driver's License Class B, with tanker endorsement. * Must meet proficiencies and certifications in one of these two tracks: * Track 1 * Demonstrate heavy equipment operator proficiency (documented through written checklist) along with a minimum of one (1) year of heavy equipment operator experience, or two-hundred (200) supervisor-documented hours of actual jobsite excavation operation specific to backhoe/excavator operation in an urban environment. * Completion of at least one (1) educational training specific to: equipment safety, maintenance, equipment capabilities and limitations, materials & site preparation, grading, soils compaction, trenching/pipe laying, rigging and hoisting. * Once the above bullets are attained, complete ongoing yearly minimum of forty (40) additional supervisor-documented hours of actual jobsite excavation experience specific to backhoe/excavator operation and one (1) additional educational training specific to: equipment safety, maintenance, equipment capabilities and limitations, materials & site preparation, grading, soils compaction, trenching/pipe laying, rigging and hosting. * Track 2 * Successfully complete at least twenty (20) hours of training in leading/managing workgroups or successfully complete training to be a certified trainer in a job-related field as accepted by management. * Successfully complete at least twenty (20) hours of job-related course(s) in asset management, spreadsheets or other another technical area as accepted by management. * Have at least five (5) weeks (200 hours) in a supervisory or group leader role. * Once the above bullets are attained, complete ongoing yearly minimum of twenty-four (24) hours in a supervisory or group leader role and one (1) additional educational training in either leading/managing workgroups or a job-related technical course. * Complete OSHA 30 within (6) months of hire and stay current with all safety trainings * Ability to work in a team environment to complete all ROW assigned construction tasks including but not limited to paving, sidewalk, and curb installation, catch basin, sewer, and stormwater infrastructure repair and installation. * Proficient in raising and lowering manhole covers, storm drain covers required. * Proficient in operating all related equipment, for example, concrete mixers, bucket loaders, 7yd. and 14yd. dump trucks with snowplows, sweepers, skid steer with associated attachments (asphalt milling attachment), and all related hand, and power tools etc. * Proficient in operating the sewer and stormwater Vactor. * Proficient in sewer/stormwater installation and repair. * Proficient in paving/resurfacing roadways including but not limited to potholes, grinding and paving, repair patches. * Proficient in recognizing required work, pre-mark location, and call-in required Dig Safe tickets. * Ability to work outdoors in all weather conditions required. * Must be able to be on call and work nights, weekends and holidays as required. * Must be a self-motivated, flexible, safety conscious team-oriented individual that embraces the 6 operating principles; Customer Service, Fiscal Responsibility, Good Labor Relations, Employee Empowerment, Cooperation and Constant Improvement. * Must learn and follow VOSHA safety rules and regulations. * Must complete provided 40 hr. "Hazwoper" training necessary to complete some job functions. This training also requires 8 hours of training annually after the initial 40 hours. * Regular attendance is necessary and is essential to meeting the expectations of the job functions. * Ability to understand and comply with City standards, safety rules and personnel policies.
